PRUDENTIAL COMMITTEE MEETING
December 5, 2011
Minutes
The meeting was called to order at 7:33 P.M. Present were Paul Hansen, John Fitzgerald, Prudential Committee members. Also present Richard Higgins Clerk, Richard Ernst Treasurer, and Cheryl Dunn Assistant Clerk/Treasurer. Also present Michele & Charles Kelly, Ellen Valliancourt, Cora Prime, Diana St. Louis, Sue O’Brien, Eric Buel, Carol Pellerin and Alton Bruso.
Dick Ernst to accept the minutes of September, October and November as written, second John Fitzgerald carried.
Dick Ernst motioned to transfer from the Line of Credit $750.00 to the Operating Account to pay current expenses, John second motion carried. Checks and expense sheets where signed.
John Fitzgerald updated the committee on the re-canvassing project, to date 10 messages where left, with follow-up needed, 2 new people on board. He will also contact the 12 potential users at the beginning of West Shore Road.
John Kiernan of Phelps Engineering spoke on the project costs, approximately cost per foot of pipe is about $30.00 to $35.00. 9 to 10 miles of pipe 69 to 76 target. From Golf Course to Coon Point Road would need 86 to 96 target users. A booster pump would be needed beyond. John went over the boundary lines, 1st phase has to be self sub-staining, 2nd phase had the greatest interest, discussed the possibility of 2 water sources Phase 1 the Village of Alburgh, Phase 2 North Hero. What does the Prudential Committee do, the Prudential Committee is the governing body of the Municipality created by the Town Select-Board. The $89,000 grant study determined the size of the project and proved that this was a viable project. $100,000 or more would be needed to bring the 1st Phase to the bid stage. 2004 there was a positive Bond Vote 100 yes to 17 no. Discussion followed on the longevity of piping.
Our meeting dates will change from the 2nd Wednesday of the month to the 1st Monday of the month, to accommodate Phelps Engineering considering that they would already be at the Village meeting and then will attend our meeting at 7:30.
